The SBIR and STTR programs are government set-aside initiatives for small businesses and research organizations in the United States. These programs — in which NCATS participates alongside other NIH Institutes and Centers as well as other federal agencies — enable small businesses to engage in research and development that has the potential for commercialization and public benefit. The programs are one of the largest sources of early-stage U.S. technology financing.

Lenka Ferdokova, PhD in Neurosciences
Lenka, Former Executive Manager for the SBIR/STTR Programs at the National Institutes of Health, is the CEO and founder of bioPrime, LLC, a professional advisory services firm dedicated to helping researchers, entrepreneurs, and start-ups with innovative lifesciences and healthcare technologies secure non-dilutive SBIR/STTR funding and develop commercialization strategies.

Stuart Berkowitz, PhD in Physics
Stuart is the Founder and CEO of Out of the Fog Research LLC (OFR) based in Mountain View, CA. He has successfully won, managed, and transitioned over $30 million in SBIR projects. He has been principal investigator on contracts from the Navy, Air Force, DARPA, and NIST. He is intimately familiar with all aspects of government contracting as a small business, including government accounting and how to survive a DCAA (Defense Contract Audit Agency) audit. Stuart also has helped other small businesses from inception through Seed Round investments as an advisor, Angel investor, and Board member. He is currently on the board at Terapore Technologies, Inc. He’s also an SBIR/STTR Advisor for the Tech Futures Group in the Bay Area.

Bradley Messmer, PhD
Brad is the CEO of Abreos Biosciences, a precision medicine company in San Diego developing laboratory-based and point-of-care assays for precision dose monitoring of biologic drugs. Abreos' Veritope assays allow for direct monitoring of blood concentrations of biologic drugs (novel or biosimilar). He was faculty at UC San Diego Moores Cancer Center and previously an Assistant Investigator at the Feinstein Institute for Medical Research, where he also did his postdoctoral training. After making seminal contributions to understanding the immunobiology and pathophysiology of chronic lymphocytic leukemia during his postdoctoral training, Dr. Messmer’s work has become highly multidisciplinary utilizing molecular biology, immunology, genomics, and nanotechnology to solve problems in oncology and immunotherapy. His company has won 7 SBIR Phase 1 awards and one Phase 2 award from the Department of Health and Human Services (HHS).

Stanley Kim, JD
Stanley is Co-Founder and acting CEO of Winsantor, a biotech company focused on the development of treatments for peripheral neuropathies, including diabetic peripheral neuropathy, chemo-induced peripheral neuropathy, HIV-induced and others. He is a seasoned entrepreneur who has founded and launched several companies in diverse industries, including pharmaceutical/ biotechnology, medical device and software. His first two companies he co-founded have been acquired by Qualcomm and Apple. His company won several SBIR awards from the Department of Health and Human Services (HHS).
