Operator requirements

Multiple individuals from industry and government have explicitly stated that a valid standard for PAM must address minimum skill sets for PAM operators, which may spill over into specifying what kind of background and what degree of training is needed.

Adding to the complexity of this situation is that some operations have proposed having PAM operators monitor towed systems remotely, due to the availability of radio telemetry and a strong incentive to keep bunk space free for operations.  The working group will need to debate under what circumstances, if any, remote monitoring would be permissible, and if so, what the minimum requirements for the telemetry would be (transmit automated event detections, or require remote desktop connection)?

  1. Regarding remote monitoring: “Pure” acoustic monitoring activities perhaps can be conducted remotely. There is probably added advantage for remote monitoring in that more monitors can be employed to have more “eyes and ears”. However, I don’t know whether there is enough bandwidth for data transfer, especially when the vessel is sailing in remote seas where the only communication is probably via satellite.

    However, I do not think remote monitoring can completely replace onsite operator. At least one or two experienced operators need to be onsite to maintain smooth operation of hardware and/or troubleshooting.
